Monaco Residency: the Carte de Séjour

If you stay in Monaco for over three months you will you need a carte de sejour residency permit. Non-EEA citizens will need a long-stay visa before making application for residency.

Any foreign national who wishes to stay in Monaco for a period in excess of three months or take up residency must apply for a residency permit, a Carte de Séjour

The process differs for nationals of the European Economic Area/EEA (European Union countries plus Norway and Iceland) and nationals of countries other than those making up the EEA.

Note: the process differs for non-EU nationals who have a French residency permit.

Any change in address or employment or marital status must be reported to the Residents Section of the Directorate of Public Security (Direction de la Sûreté Publique).

EU/EEA Nationals

Nationals from EU/EEA member states are exempt from all visa procedures to enter Monaco. If they plan to set up residence or stay longer than three months, a residence permit must be obtained at the Residents Section of the Directorate of Public Security.

Non-EEA Nationals

Nationals moving to Monaco from outside the EEA must apply to the local French consulate in their place of residence for a visa in order to enter Monaco with the intention of residing there. Once the visa has been obtained, foreigners over the age of 16 must apply for a Monegasque residence permit at the Residents Section of the Directorate of Public Security (Direction de la Sûreté Publique).

Non-EU/EEA Nationals Resident in France

Non-EU/EEA nationals who have been living in France for over a year may submit an application to transfer their residence to Monaco at the Principality at the French Consulate General in Monaco.
