The Principality of Monaco is an international cultural centre, situated on the Mediterranean in a bay just before the border of France and Italy. As a result of its climate, annual international events (Formula 1 Grand Prix among others) and famous casino which attract tourists throughout the year it has a well-developed network of services to tourists. There are many other privately managed hostels, particularly in the city centres of the French Riviera (Nice and Cannes). The Tourist Offices (where there is almost always an English speaker) will be able to give a list of addresses and a map, or make calls for a reservation upon arrival in a town. Where possible, it is advisable to find out if it is possible to reserve a bed in advance, especially during the summer season from May to September (however, be aware that many hostels don't take reservations).
