You'll find that the tarifs refer to winter and summer. Traitement maybe the sewage. Distribution means that you are paying for the maintainence of the infrastructure (pipes and whatnot) from the reservoir to your house. 229 euros for 141m3 doesn't sound that bad. The rest is taxes,,VAT and the like.
