You could try http://www.technogenics.fr/ Or have you thought about just creating a blog https://www.blogger.com/start is the google blog site.
They are very easy to use and would probably work for your purposes. Good Luck.

For 150 euros it's unlikely you'll get anything of real quality. Why not save yourself the money and do it yourself at Google sites?
