 Exchanging a Foreign Driving Licence in Monaco

Any person resident in Monaco and holding a valid foreign driving licence will need to exchange it for a Monegasque driving licence issued by the Service des Titres de Circulation within a year of acquiring Monaco residency.

To make an exchange the following must apply:

  1. The licence is issued by a state which has ratified the Vienna Convention on Road Traffic or is a member state of the European Union (EU) or of the European Economic Area (EEA) or has signed a reciprocal agreement with Monaco
  2. The licence is still valid
  3. The licence was issued following a practical test
  4. The licence must be in French or, if not, accompanied by an official translation into French

If a practical test was not part of the original test to get a licence, the driver will need to pass a practical driving test before being allowed to exchange the licence.

If the above do not apply, the driver will need to take a full Monaco theory and practical driving exam.

Exchanging a Driving Licence

An STC/010 form should be completed and the following attached:

  • The original foreign driving licence
  • A copy of a Monaco Carte de Séjour
  • A recent photograph (33mm by 43mm), including glasses if applicable
  • A medical report issued by a Monegasque doctor chosen from the official list,  Note, the certificate may be no more than three months old

On exchange the same categories which were valid on the original licence will be valid on the Monegasque licence If applying for an International Driving Licence which is valid for three years, then a second photograph must be submitted.
